Purpose

The Program supports infrastructure development that achieves waste minimisation and encourages resource recovery.

Overview

HPI Round 3 supports infrastructure projects across a range of scales that improve the capability, capacity and/or availability of facilities, equipment and/or systems

The objectives of the grant are to: 

  • A clear improvement in diversion of materials from landfill
  • A clear improvement in the avoidance, reduction, reuse, repair, recycling, and recovery of materials in accordance with the Waste Hierarchy
  • Prioritisation of the Tasmanian circular economy, related end markets, and the broader Tasmanian economy.

Limitations

Eligible applicants must:

  • be ABN/ACN registered, and
  • be GST registered, and
  • in the case of joint or consortium applications, nominate in writing a single, principal applicant, signed by all parties, and
  • in the case of joint or consortium applications, provide written evidence of the support and degree of project involvement of all parties, and
  • disclose any past infringement notices, fines or convictions received in the last five (5) years under the Waste and Resource Recovery Act 2022, Criminal Code Act 1924, Environmental Management and Pollution Control Act 1994, and Land Use Planning Approvals Act 1993 (past infringements, fines or convictions do not necessarily exclude applicants from receiving funding under this grant program), and
  • be able to demonstrate appropriate Work Cover and public liability insurance for the proposed project, and
  • include a signed declaration (template provided in the Application Form) from either the Chief Financial Officer, Chief Executive Officer, Board Chair, General Manager or an accountant to confirm the applicant's financial ability to deliver the outcomes of the project, including information relating to: sites, operational premises and/or office locations, Australian Business Number (ABN) registration, Goods and Services Tax registration (GST), insolvency, and not having owners/directors who are an undischarged bankrupt, external administration or applications for orders to appoint liquidators, or to be wound up or dissolved, or any other action relating to insolvency, financial and cash flow planning in place to ensure the delivery of the project on time and to budget.
