Purpose

The Payment Assistance Scheme (PAS) can provide emergency relief to tenants struggling to pay their water bills.

Overview

Sydney Water's Payment Assistance Scheme (PAS) provides emergency relief to customers struggling to pay their water bill.

If you own and live in your home, or are a tenant who pays your own water usage (have your own meter):

  • call Sydney Water on 13 20 92
  • visit one of their community agencies for a confidential assessment of your individual circumstances.

Qualified case coordinators, or one of our accredited community agencies, will talk to you about your situation. If you're eligible, they'll apply PAS credits directly to your Sydney Water bill to reduce your debt.

They may refer customers to external services based on their needs. This may include referrals to other agencies for other types of help including: 

  • emergency relief 
  • financial counselling 
  • personal counselling 
  • advocacy 
  • housing 
  • NILS 
  • EAPA

Limitations

Eligibility for PAS includes: 

  • owner occupiers – multiple property owners are not eligible for PAS but can be offered deferrals of payment and affordable pay arrangements 
  • private tenants with NSW Lease Agreement 
  • properties that are individually metered
