Purpose

The Australian Government has announced a $1.8 billion extension of the Energy Bill Relief Fund by six months in the 2025-26 Budget.

Overview

Australian households and eligible small businesses with electricity bills may receive up to $150 in energy bill rebates from 1 July 2025 to the end of 2025. Rebates will be automatically applied to your electricity bill in two $75 quarterly instalments. Most customers do not need to take any action to receive rebates.

The Australian Government will work with state and territory governments to finalise implementation details of the 2025 extension of the program. This page may be updated after implementation details have been finalised.

Who is eligible:

Households

Households in Australia holding an active electricity account with an energy retailer or embedded network electricity supplier are eligible for a rebate of up to $150 on their electricity bills from 1 July 2025 to the end of 2025. This is in addition to the $300 rebate in the 2024-25 financial year. Rebates are applied in quarterly instalments for most households.

  • This includes deemed occupier accounts where the customer has not yet identified themselves to the retailer but has an active account (i.e. is consuming and paying for electricity on each census date).

Household eligibility will be determined for each payment based on the census dates provided in Table 2. Where states implement additional energy concession and rebate programs, the Commonwealth will, where possible, align EBRF payments with state payments.

  • Eligibility criteria for state and territory schemes may differ from EBRF criteria. Retailers should refer to jurisdictions' websites for implementation of state and territory schemes.

Rebates will be applied on an account-basis (i.e. one rebate per customer account) across 1 July 2024 to the end of 2025, where possible. Electricity customer accounts with multiple meters (i.e. multiple addresses connected under the same name) will receive the rebate once.

Embedded network 

Households in embedded networks (such as where you receive electricity from your strata or landlord in a caravan park, apartment building or retirement home or village) will be eligible for a rebate.

Small businesses

To be eligible for the rebate, a small business must:

  • meet the definition of 'small business' in the relevant state or territory retail energy laws (see Table 1),
  • have an active electricity account on the census date of each quarter (see Table 2), and
  • not be operating from a residential address under a residential electricity offering.

The rebate will be applied to eligible small businesses on an account basis (i.e. one rebate per small business customer account), where possible.

  • Eligibility for multi-site businesses will be determined by the relevant state or territory.
  • Retailers should take reasonable steps to prevent providing relief to non-eligible entities such as government agencies and branches of larger businesses.
  • This includes deemed occupier accounts where the customer has not yet identified themselves to the retailer but has an active account (i.e. is consuming and paying for electricity on each census date).

The rebate delivered through the EBRF is in addition to any existing state and territory energy rebate scheme for small businesses.
